Army Family Action Plan
- POSITION TITLE:
Delegate for Army Family Action Plan
SUPERVISOR: Installation Volunteer Coordinator (IVC)
TIME COMMITMENT: 24 hours
QUALIFICATIONS: Interest in improving the Quality of Life of Army personnel and their families.
TRAINING: 1 hour of Delegate training
DUTIES:
- Canvass and survey constituents regarding Quality of Life issues.
- Participate in group process to identify and prioritize issues.
- Ensure ideas are recorded accurately and assist with concise wording of issues.
- Be objective and flexible.
- Provide feedback on the process and suggest ideas for improvement.
- POSITION TITLE:
Facilitator for Army Family Action Plan
SUPERVISOR: Installation Volunteer Coordinator
TIME COMMITMENT: 40 hours total
QUALIFICATIONS: Ability to communicate effectively in writing and orally.
Experience in planning, organizing and leading groups.
TRAINING: 10-12 hours of Facilitator Training
DUTIES:
- Facilitate groups to process information and reach consensus on issue resolution.
- Direct activity but remain neutral.
- Ensure concise wording of proposed issues and recommended solutions.
- Perform icebreaker and brainstorming activities.
- Lead group in appropriate and focused direction.
- Provide suggestions and recommendations to make the process more efficient.

Army Family Team Building (AFTB)
POSITION TITLE: Army Family Team Building Instructor
SUPERVISOR: AFTB Volunteer Coordinator
TIME COMMITMENT: 2-3 hours per month
QUALIFICATIONS: Must have completed AFTB Level I and AFTB
Instructor Course TRAINING: AFTB Instructor Course/ on the
job training
DUTIES:
- Attend AFTB Instructor Course.
- Attend ACS Orientation.
- Possess knowledge of the AFTB program.
- Be available to teach at a minimum Level I.
- Assemble necessary course materials prior to scheduled presentation.
- Attend AFTB meetings and activities.
- Actively participate in the AFTB program.
- Assist AFTB leadership whenever necessary to ensure program
effectiveness.

Citizen Program
POSITION TITLE: Citizen Program Instructor
SUPERVISOR: ACS Volunteer Coordinator
TIME COMMITMENT: 4-8 hours per week

TRAINING: ACS Volunteer Orientation
DUTIES:
- Recruit students and instructors for program
- Arrange classroom, set up class schedule, obtain supplies and oversee classes
- Develop and teach weekly lesson plans
- Prepare a list of easy-to-read books related to classes
- Coordinate information with Immigration and Naturalization Office to assist family members.
- Submit annual after-action report
- Ensure all volunteers have completed ACS Volunteer Orientation and paperwork.
- Attend monthly ACS Executive Board meetings.

- POSITION TITLE: ACS/DIS Housing Representative
SUPERVISOR: ACS/DIS Advisory Committee Director
TIME COMMITMENT: 1-2 hours for monthly meetings; 2-4 hours per week
QUALIFICATIONS: Living in quarters and people and community oriented.
TRAINING: ACS Volunteer Orientation
DUTIES:
- Attend monthly ACS/DIS committee meetings.
- Provide agenda items for monthly meeting to the ACS/DIS Committee Director two weeks prior to meeting. Agenda items will relate to the needs of those living in each housing representative's area.
- Provide monthly input to area mayor for a combined newsletter to be distributed to housing area.
- Serve on subcommittee to make recommendations or provide solutions to certain DIS projects and/or housing contracts.
- POSITION TITLE: ACS/DIS Advisory Committee Director
SUPERVISOR: ACS Volunteer Coordinator
QUALIFICATIONS: Interest in community activities.
TRAINING: ACS Volunteer Orientation
DUTIES:
- Chair monthly ACS/DIS Advisory Committee meetings.
- Recruit representatives from each housing area to be members of the committee.
- Obtain and consolidate agenda items from ACS/DIS representatives and submit to DIS one week prior to meeting.
- Serve on ACS/DIS Advisory Subcommittees.
- Attend monthly ACS Volunteer Executive Board meetings.
- Ensure all volunteers have completed ACS Orientation and paperwork..

Employment Readiness

TRAINING: ACS Volunteer Orientation, on the job training.
DUTIES:
- Plan, develop, and implement training programs.
- Conduct a needs assessment with service members, family members and retirees to determine services needed.
- Assist clients with filling out applications, writing resumes and cover letters.
- Schedule classes and prepare calendar of events.
- Assist other volunteers in program planning and coordination.
- Keep staff informed of current projects
- Some evening work may be required.

DUTIES:
COUNSELING:
- Provide budget counseling to military personnel and family members.
- Conduct interviews of clients.
- Evaluate client's financial status, money management skills, and ability to make financial decisions.
- Advise client of methods of reducing living expenses, increasing income, and overall elimination of financial indebtedness.
- Work with and seek assistance from AER, Family Counseling, Red Cross and other service organizations which may be appropriate.
- Some evening work may be required.
DEBT REPAYMENT:
- Provide enrollment in Debt Repayment Program.
- Develop workable budgets for clients.
- Complete list of creditors.
- Correspond with the client's Commanding Officer and keep them informed of client's progress as appropriate.

- Plan and arrange for refreshments at all ACS functions as requested

- Responsible for sending out invitations to volunteers and special
guests for ACS events.
- Plan and arrange menu, decorations, etc., for bi-annual ACS award
ceremonies.
- Coordinate sign-in registration and greetings of guests.
- Attend monthly Volunteer Board meetings.
- Submit year end after action reports.

Office/Administration

DUTIES:
- Answer telephones, maintain telephone and visitor log.
- Assist ACS staff with general clerical and administrative duties.
- Maintain and update referral files, etc.
- Assist in Loan Closet.
- Assemble Welcome Packets.
- Request Volunteer nametags for all new volunteers.
- Prepare correspondence requesting volunteer records from other installations.
- Prepare volunteer cards for transfer of records (can be hand-carried or mailed).
- Maintain Installation files with regular updating by requesting new information packets from other installations.
- POSITION TITLE: Office Director
SUPERVISOR: ACS Volunteer Coordinator
TIME COMMITMENT: 4-6 hours per week
QUALIFICATIONS: Good organizational skills, customer service skills and office management skills
TRAINING: ACS Volunteer Orientation
DUTIES:
- Recruit and train all new office volunteers.
- Establish a working schedule of office volunteers that meets the needs of the ACS staff.
- Maintain installation files with regular updating by requesting new information packets from other installations
- Maintain and update referral files etc.
- Attend monthly ACS Executive Volunteer Board meetings to inform committee of achievement and needs.
- Provide information for special events to Publicity Director by prescribed time.
- Submit an after-action report to ACS Volunteer Coordinator.

- Attend other Post council meetings as a mayoral representative and report back to the mayors at the monthly mayoral meeting.
- Work with DIS Housing Representative to address Quality of Life issues.
- Provide and distribute a village newsletter with community information monthly.

Domestic Violence Shelter
- POSITION TITLE: Shelter Program Volunteer
SUPERVISOR: Shelter Program Volunteer Coordinator
TIME COMMITMENT: 10-12 hours per week

TRAINING: ACS Volunteer Orientation and Shelter training.
DUTIES:
- Man crisis intervention hot-line and follow established shelter guidelines.
- Complete record of each call and turn in to shelter within one week.
- Maintain confidentiality and privacy of shelter clients.
- Keep informed of military and civilian community resources and update resource book.
- Meet clients in safe place (hospital emergency room or police station) and assist in transition into shelter.
- Follow-up with clients in shelter.
- Attend monthly volunteer meetings conducted by shelter staff.
- Attend required shelter training for crisis intervention.
- POSITION TITLE: Shelter Program Volunteer Coordinator

- Provide information about agency programs to increase awareness of domestic violence.
- Maintain a current list of volunteers.
- Ensure all volunteers have completed ACS Volunteer Orientation and paperwork.
- Prepare shelter needs list and disperse to appropriate groups.
- Promote local community activities that assist the shelter.
- Attend monthly ACS Volunteer Board meetings and monthly shelter volunteer meetings.
- Prepare annual after-action report.
- Attend required shelter training for crisis intervention.

Victim Advocate Program
POSITION TITLE: On-Call Victim Advocate Volunteer
SUPERVISOR: ACS/FAP Program Coordinator
PURPOSE: To respond and provide advocacy services to spouse abuse
victims.
MAJOR RESPONSIBILITIES: Under supervision of Family Advocacy Program
Manager/Victim Advocate Coordinator, an on-call volunteer will respond, upon
notification from the Military Police (MPs), to an incident involving spouse
abuse on Fort Leavenworth and the surrounding communities. Responsibilities
may
include:
- Provide crisis intervention.
- Monitor and follow progress of safety plan developed by Social Work Service.
- Conduct initial risk assessment with follow-up by Social Work Service.
- Inform victims of limited confidentiality prior to disclosure.
- Complete forms and reports in a timely manner.
- Work with law enforcement, hospital and medical personnel, community agencies, etc.
- Provide information to victims concerning legal rights and resources available
through both military and civilian programs.
- Accompany victims to court hearings.
- Offer consistent emotional support.
- Encourage self-help and independence.
- If necessary, help secure materials such as clothing, food, shelter, etc.
- Assist in development of available resources.
- Remain current, informed and aware of safety, financial and legal resources
available to victims as an Army spouse and/or American citizen.
TIME COMMITMENT: Two 24-hour pager shifts and one back-up shift per
month for a minimum of six months (flexible). One 2-hour monthly meeting.
QUALIFICATIONS:
- Willingness to accept supervision and participate in training.
- Assurance of confidentiality.
- Acceptance of time commitment.
- Ability to get along with others in a warm, friendly manner.
- Desire and ability to sustain positive relationships with spouse abuse victims.
TRAINING: In addition to the initial training and orientation, all volunteers
will be required to attend scheduled monthly 2-hour meeting, which is part of the continuing
education. These meetings will elaborate on specific topics such as legal issues, domestic
violence and information and referrals.

Volunteer Income Tax Assistance
POSITION TITLE: Volunteer Income Tax Assistance (VITA)
Preparer

TIME COMMITMENT: 4-20 per week
QUALIFICATIONS: Basic knowledge of income tax laws.
TRAINING: ACS Volunteer Orientation;
40 Hour training provided by IRS Training on Tax computer program.
DUTIES:
- Attend 40 hour training provided by IRS and pass the test.
- Volunteer at least 4 hours a week during tax season.
- Prepare and electronically file tax returns for soldiers,
family members and retirees.
- Answer phones and schedule appointments.
- Tax preparation will be performed in JAG office, bldg 244 at 415 McClellan Ave.

ACS Volunteer Coordinator
POSITION TITLE: ACS Volunteer Coordinator
SUPERVISOR: ACS Director
TIME COMMITMENT: 15-20 hours per week
QUALIFICATIONS: Knowledge of Army structure, the ACS program and military community is helpful but not necessary.
TRAINING: Workshops and conferences as funding allows.
DUTIES:
- Manage and coordinate the Volunteer Corps within the guidelines of AR 608-1 and DA Pam 608-28, Aug. 71.
- Assist in recruiting and interviewing prospective volunteers for the ACS program.
- Review all volunteer job descriptions.
- Assist in the development and implementation of orientation and training programs for volunteers.
- Assign volunteers to committees based on their interests and talents.
- Appoint Committee Chairpersons with concurrence of ACS Director.
- Plan award ceremonies with ACS Director and Executive Board.
- Work with staff and volunteers in evaluating needs of community- establish new programs to meet those needs.
- Attend meetings with local and military communities and help determine community needs.
- Attend regularly scheduled ACS staff meetings.
- Conduct monthly ACS Executive Board meetings.
- Counsel volunteers when problems arise.
- Submit end-of-year after-action report.
- Develop procedures for handling referrals from Installation Volunteer Coordinator (IVC) and coordinate with IVC.
- Total volunteer hours at the end of each month and submit report to ACS Director.
